This deep draft navigation NED manual is one of a series of guides to assist Corps field economists in computing National Economic Development benefits. This manual will be published on-line as an interactive version. This web-based version has the flexibility to be easily updated as new information becomes available and new methodologies are developed. The Manual describes accepted economic analysis procedures for deep draft navigation projects. It also describes the fundamentals of containership analysis. Containership traffic analysis is currently undergoing research and analytical advancements. Approved new methods for containership analysis will be provided in future updates of the Manual. Field economists engaged in containership analysis should contact the
Deep Draft Navigation Planning Center of Expertise
for up-to-date methodologies and to get specialized planning expertise.
The previous manual was published in 1991 by the Institute for Water Resources (IWR). Dr. Kevin Horn, under contract with IWR, wrote the majority of the content of the current version. Kevin Knight, an IWR economist, wrote various sections and Appendix B. Susan Durden of IWR managed the development of the preliminary draft manual. Erin Wilson managed, wrote various sections, coordinated reviews, and produced the final version of the document. Diana Hallman of Web and Writing Solutions Company was the lead editor. Lillian Almodovar was the lead program manager.
Review of the preliminary draft of this manual was provided by members of the
Deep Draft Navigation Planning Center of Expertise,
a virtual team made up of subject matter experts in the field of navigation economics throughout the Corps. This manual is organized into two parts. Part I-Introduction covers
the basics of planning and navigation. It includes an overview of
the Corps Planning Process (Chapter
2) and the National Economic Development objective (Chapter
3). Part I also provides an overview of deep draft ports and
vessels and their characteristics (Chapter
4) and of port and vessel operations (Chapter
5).
Part II-The Analysis focuses on the analysis steps in order to identify the NED Plan. Chapter 6 provides
an overview of the economic analysis. Chapter 7 focuses on the data collection phase of the economic
analysis, including types and sources of information. Chapter 8 discusses the concept of the economic
study area for a deep draft economic analysis including addressing hinterlands and multiport analyses. An understanding
of the commodity and vessel flows is critical for an NED analysis. Chapter 9 discusses commodity
identification and how to describe the baseline information for the NED analysis. Chapter 10 provides
detailed procedures for developing the existing and without-project vessel fleet compositions and their transportations
costs. Examples are provided to illustrate the types of data and reports that will need to be generated as part of the NED analysis.
Current transportation costs are needed for NED analysis. Chapter 11 discusses ocean transportation costs,
inland transportation costs, and transportation costs in multiport analysis. Chapter 12 provides guidance
on how to describe existing and without-projection conditions and Chapter 13 addresses with-project
alternatives, including structural alternatives, nonstructural alternatives, or a combination. Some common alternatives
are described. Chapter 14 provides the framework, concepts, and methods for calculating NED benefits and
costs for the development of the NED plan.
The Appendices provide supplemental
information including basic navigation terminology (glossary) (Appendix
A), case examples of calculating benefits (Appendix
B), tide analysis data (Appendix
C), specific data on containerships and dredges (Appendix
E and Appendix F), and a guide to deep-draft vessel operating costs (Appendix H).
